The SWITCH-Asia Sustainable Consumption and Production National Policy Support Component

The SWITCH-Asia Sustainable Consumption and Production National Policy Support Component is a joint European Union and the Government of Sri Lanka a 4-year comprehensive programme, which aims to enhance capacity, skills, knowledge and understanding of key policy makers, stakeholders and the public about the main principles of SCP, available policies, tools, instruments and mechanism.

Why is SCP important for Sri Lanka?

Sri Lanka has developed its Haritha Lanka action plan and SCP policy framework would provide the necessary impetus for advancing the sustainability agenda. In addition, Sri Lanka has endorsed the Rio+20 Outcomes, including the 10th Year Framework of Programmes on SCP and the development of the Sustainable Development Goals (SDGs). The Ministry of Mahaweli Development and Environment was appointed as the focal point for 10th YFP on SCP and is a key national agency involved in the SDGs agenda. In September 2015, the SDGs will be adopted as the follow up mechanisms for the post-2015 development agenda and SDG12 is devoted to SCP.

When economy of a developing country like Sri Lankais rapidly growing it often expands beyond the available natural resources necessary to sustain the long term economic growth and often the processes is quite wasteful. With the time the capacity of the natural environment to purify effluents and absorb toxins reaches its limits and then collapses causing significant loss of biodiversity and life-supporting ecosystems. SCP principles, policies, tools and mechanisms provide an effective framework to enhance the sustainability of the current economic system through resource efficiency and resource effectiveness.

What will the project facilitate?

To provide adequate policy framework to address key issues related to the ned to harmonise economic development with environmental sustainability,this project will focus on:

  • developingan overall SCP policy framework, enhancing the economic, social and environmental benefits of SCP and providing further direction for upgrading the national policies in Sri Lanka;
  • strengthening the institutional mechanism for enhancing the capacity of the government to promote SCP (through PSC and setting up of Inter-agency Working Group);
  • facilitating SCP implementation in selected sectors, including fostering eco-innovation;
  • providing capacity development support through training of trainers seminars/workshops using both on-site and on-line e-learning methodology/study tours/exchange visits/higher education programmes;
  • raising awareness through a knowledge development platform and facilitating inclusion of SCP in educational programmes

Who are the main beneficieries of the project?

This project is focusing on enhancing the capacity of the Ministery of Mahweli Development and Environment, the Project Steering Committee (comprising of representatives of 30 insitutions) as well as the Inter-agency Working Group 9comprising of 25 experts nominated by the PSC member institutions) to be established under the Project steering Committee.

How will the project benefit policy makers and stakeholders in S ri Lanka?

First and foremost this proje ct will strengthen the Ministery of Mahaweli Developemnt and Environment as the National Focal Point for the 10th Year Framework of Programmes by developing the capcity of the government officials to actively engage in the international negotiation platforms, such as the Asia-Paific Forum on Sustianable Development, Hi-gh-Level Political Forum, 10th YFP decision-making sessions at the United Nations Environemtal Assembly, SDG implementation and similar. A knowledge hub and on-line consultation platform will further strengthen theoutreach of the MoMDE in promotion of SCP in Sri Lanka

In addition, opportuntieis to advance their knowledge with specialised higher education programmes, and to attend study and exchange tours, leadership programmes, international conferences relevant to the 10YFP and broader SCP agenda will be created for the MoMDE officials as well as members PSC and Inter-agency Working Group Members.
