PROJECT ON ENABLING ACTIVITIES TO REVIEW AND UPDATE THE NATIONAL IMPLEMENTATION PLAN FOR THE STOCKHOLM CONVENTION ON PERSISTENT ORGANIC POLLUTANTS (POPs) IN SRI LANKA

1. Background

The Ministry of Environment & Renewable Energy, National Focal Point of the Stockholm Convention (SC) in Sri Lanka in collaboration with United Nations Industrial Development Organization (UNIDO) have developed a project on Enabling Activities to Review and Update the National Implementation Plan (NIP) for The Stockholm Convention on Persistent Organic Pollutants (POPs) in Sri Lanka which supported by Global Environmental Facility (GEF). The Stockholm Convention on Persistent Organic Pollutants is a global treaty to protect human health and the environment from chemicals that remain intact in the environment for long periods, become widely distributed geographically and accumulate in the fatty tissue of humans and wildlife. Exposure to POPs can lead to serious health effects including certain cancers, birth defects, dysfunctional immune and reproductive systems, greater susceptibility to disease and even diminished intelligence.

2. Objective/Purpose of the Assignment

The objective of the project is to review and update the NIP and submit it to the Conference of Parties (COP) of the SC. The project will focus on the inventory of the ten (10) new POPs including the available infrastructure and legal framework, their socio-economic, environmental and health implications at the national level. During the implementation of the proposed project, the information concerning the initial twelve (12) POPs will also be looked at and updated.

3.Scope of Work and Detailed Activities

3.1National Project Manager (Full Time-1 year)

National Project Manager will be responsible for mange the overall project activities under the guide of National Project Coordinator (NPC) of the project.

The National Project Manager shall produce the following outputs under this assignment:

  • Updated National Implementation Plan of Stockholm Convention on POPs
  • Updated old and new POPs pesticides inventory
  • Updated old and new industrial POPs inventory
  • Updated old and new unintentional POPs (u-POPs) inventory

The National Project Manager should have the following minimum qualifications

  • Possess a basic degree in Science with Master in Chemistry or above from a recognized university
  • Relevant professional experience in the field of POPs management
  • Possess at least 10 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to international conventions

3.2 Technical Specialist/ Assistant Project Manager (Full Time-1 year)

Technical Specialist/ Assistant Project Manager will be responsible for assist the National Project Manager (NPM) and National Project Coordinator (NPC) of the project for overall implementation of the project activities including technical support and financial management.

The Technical Specialist/Assistant Project Manager shall produce the following outputs under this assignment:

  • Verifying the work of the task teams, ensuring the technical validity of their work/ products
  • Compiling the products of the task team work and for producing the final reports
  • Prepared and submitted progress reports to the relevant authorities
  • Formulated and reviewed and updated NIP

Technical Specialist/Assistant Project Manager should have the following minimum qualifications

  • Possess a basic degree in Science with Master in Chemistry, Environmental, Natural or Social Sciences or above from a recognized university
  • Relevant professional experience in the field of Chemistry/POPs management
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to international conventions
  • Knowledge on financial management

3.3 Five Local Experts (Short Term)

Local Experts on five focal areas are to be selected and they are responsible for implement the activities related to their respective focal areas based on the ToRs.

3.3.1 Local Experts on Institutional and Legal Issuesƒƒƒƒ‚ (Short Term- 5 and 1/2 months)

The Local Expert on Institutional and Legal Issues shall produce the Report on a gap analysis of the existing legal and institutional framework with respect to the implementation of the Stockholm Convention under this assignment.

The Local Expert on Institutional and Legal Issues should have the following minimum qualifications

  • Possess a basic degree in Law
  • Master in Chemistry, Environmental, Natural or Social Sciences or above from a recognized university would be an added advantage
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to international conventions

3.3.2Local Experts on old and new POPs pesticides inventory (Short Term-7 and 1/2 months)

The Local Experts on old and new POPs pesticides inventory shall produce the Updated draft of old POPs pesticides inventory and the drafted new POPs pesticides inventory together with the action plans under this assignment.

The Local experts on old and new POPs pesticides inventory should have the following minimum qualifications

  • Possess a basic degree in Science
  • Master in Chemistry, Environmental, Natural Sciences or above from a recognized university would be an added advantage
  • Relevant professional experience in the field of POPs pesticides inventory
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to POPs management

3.3.3 Local Experts on old and new industrial POPs inventory (Short Term-7 and 1/2 months)

The Local Experts on old and new industrial POPs inventory shall produce the Updated draft of old industrial POPs inventory and drafted new industrial POPs inventory together with the action plans under this assignment.

The Local Experts on old and new industrial POPs inventory should have the following minimum qualifications

  • Possess a basic degree in Science
  • Master in Chemistry, Environmental, Natural Sciences or above from a recognized university would be an added advantage
  • Relevant professional experience in the field of industrial POPs inventory
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to POPs management

3.3.4 Local Experts on old and new unintentional POPs (u-POPs) inventory (Short Term-7 and 1/2 months)

The Local Experts on old and new u-POPs inventory shall produce the Updated draft of old u-POPs inventory and drafted new u-POPs inventory together with the action plans under this assignment.

The Local Experts on old and new u-POPs inventory should have the following minimum qualifications

  • Possess a basic degree in Science
  • Master in Chemistry, Environmental, Natural Sciences or above from a recognized university would be an added advantage
  • Relevant professional experience in the field of u-POPs inventory
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to POPs management

3.3.5 Expert on Socio-Economic Assessment (Short Term-2 and 1/2 months)

The Expert on Socio-Economic Assessment shall produce the Report on socio-economic implications/gender dimensions on new POPs use and their health, environmental, economic effects under this assignment.

The Expert on Socio-Economic Assessment should have the following minimum qualifications

  • Possess a basic degree in Science
  • Master in Social Sciences or above from a recognized university would be an added advantage
  • Relevant professional experience in the field of socio-economic assessment
  • Possess at least 8 years experience of working with Government institutes, private sectors, NGOs, INGOs etc:
  • Knowledge and experience with the project development, project formulation, project implementation and project management in relations to chemical management and their implications;

4.Salary: Negotiable
